One question decides this: will you ever want to change a single page?

Screw post and ring binding allow individual pages to be replaced without reprinting the menu. Saddle stitch, wiro and perfect binding are permanent. Binding is selected against page count and how often the menu changes.
Binding is a running cost, not a one-off
Most venues choose binding on appearance and price, and then discover the real cost eighteen months later when prices change. A saddle-stitched booklet is the cheapest menu to produce and the most expensive to maintain, because there is no way to alter it — every change is a full reprint of every copy.
An openable binding costs more at the start and almost nothing thereafter. If your prices move even twice a year, screw post or ring binding is usually cheaper by the end of the second year, and it stays cheaper forever after.
The exception is a venue that reprints seasonally anyway. If the whole menu is being redesigned every quarter, permanence costs nothing and saddle stitch is the right, cheap answer.
A structure worth knowing about
The most economical arrangement for a menu that changes is a durable cover with disposable inners: a leather or wooden cover, screw post or ring bound, holding printed pages on coated or synthetic stock. The cover is bought once and lasts years. The inners cost very little and are swapped whenever you need.
It is why fine-dining rooms and hotels almost universally use this combination, and why we recommend it to any venue whose menu is not stable.

Saddle stitch must be a multiple of four pages, because each folded sheet produces four. If your content lands on 26 pages, you are printing 28.

How often do prices change?
More than twice a year means an openable binding — screw post or ring. This question outranks the other two.
How many pages?
Under 32 opens up saddle stitch. Over 40 pushes you toward ring binding regardless of anything else.
Does it need to lie flat?
Bars and any venue where the menu is read on a crowded surface need wiro or ring. Perfect binding will not do it.

Saddle stitch, by a clear margin. It is also the one that costs you the most over time if your prices move, because every change is a full reprint. The cheapest binding and the cheapest menu are rarely the same thing.
Which binding lies flat on the table?
Wiro and ring binding lie completely flat. Screw post lies nearly flat. Saddle stitch springs closed at low page counts, and perfect binding will not open flat at all without cracking the spine.

How many pages can each binding take?
Saddle stitch works from 8 to about 32 pages and must be a multiple of four. Screw post handles 4 to around 40. Ring binding goes well past 60. Wiro suits 8 to 60. Perfect binding needs 32 pages minimum to have a spine worth gluing.
